Ministry of Economy, Culture and Innovation

Lira Pipa was born in Tirana on June 24, 1991. Since January 2024, she holds the position of Deputy Minister of Economy, Culture, and Innovation.

Prior to this role, since February 2019, Lira Pipa has worked at the General Directorate of Road Transport Services, an institution under the Ministry of Infrastructure and Energy, initially as Director of Public Relations and later as Cabinet Director. During her tenure at GDRTS, she has been involved in organizing numerous educational initiatives on road safety, the RETRO project for the digitization of the Albanian historical vehicle collection turning it into a globally recognized cultural movement, organizing two successful editions of the Automotive Fair I and II – the largest automotive fair in Albania, managerial programs for human resources, as well as improving services to citizens through digital communication and marketing as an innovative approach to public administration, contributing to the establishment of GDRTS as a model institution and a success story.

Specialized in economics and marketing, and with a rich career in art as a photographer and participant in the Venice Biennale, Lira excelled in the successful administration of the sectors she has led.

In 2012, she completed her studies at the Faculty of Economics at the University of Tirana for Business Administration, and there, in 2014, she completed her Master’s studies in Marketing with high results.

After her studies, she became part of the “Walter Hallstein” scholarship program in Ludwigsburg, Stuttgart, Germany, a valuable internship and experience to get to know the municipality and local structures up close, as well as financial programs and addressing city issues.

On November 2013, Lira Pipa has worked at the “Frost & Fire Consulting” law firm where she was responsible for organizing documents, reports, and information for the company and clients, as well as maintaining and preparing financial data. On September 2016, she has contributed to the Public Communication Directorate at the Agency of Parks and Recreation, Municipality of Tirana, for the preparation of promotional and audiovisual materials on events organized in the Great Park of the Artificial Lake, Tirana Amphitheater, promoting the “My Tirana Outdoor” application, the “Donate a Tree” initiative, and many other initiatives undertaken.
