The information from the system and the media reports from this sector speak not so much of a completely wrong system as of a terrible abuse of the system, of a negligence and procrastination of the management in all instances, deviations and violations of the law by people inside the system, who misused it intentionally or due to incompetence.
Precisely for these reasons, cultural heritage needs a long-term vision of development in accordance with the tasks and correction in accordance with the new vision.

For this, a detailed and physical diagnosis of the state of cultural heritage in the entire territory should be carried out immediately. Only after an in-depth factual, institutional and legal analysis can one proceed with long-term development plans. This vision will be expressed in:
1) preparation of a national strategy, including all actors in the field;
2) the restructuring of human resources according to their competitive competencies;
3) reorganization of regional offices and of the national network of museums;
4) regular and rigorous updating of the list, as well as verification of the status of announced monuments and those proposed for removal from the list;
5) compilation of a risk map for all special monuments, but also for historical centers and archaeological parks;
6) more precise definition of the competences and functions of the network institutions;
7) revising the hierarchy of central institutions and national councils that exist within the cultural heritage system and reorganizing all their decision-making procedures;
8) the review in a clearer legal light of the conditions in which the objects of cultural heritage are put to use;
9) the establishment of a special working group for the review of all the recommendations of the World Heritage Committee and the preparation of an energetic action plan, in accordance with the deadlines given by UNESCO, which has included Albania in a two-year trial period for maintaining the status protected by UNESCO for Gjirokastra and Berat;
10) building a new coordination and monitoring strategy of projects with donors in archaeological parks and historical centers; in cooperation with them, PP partnerships will be developed for their cultural and social revitalization, guaranteeing transparency, monitoring and protection and restoration of cultural heritage centers;
11) improving the legal framework for cultural heritage;
12) the verification of the denunciations made in the media regarding the damage to the cultural heritage, in cooperation with the state police, as well as the strict follow-up of all events; the drafting of an agreement to specify the mechanisms of repression against cultural heritage crime, to train special police units in the protection of cultural heritage;
13) organizing awareness campaigns, in cooperation with civil society and the media, for the protection of cultural monuments through telephone and photo complaints online and in the media;
14) the entire spirit of MK, both in the archaeological centers and in the network of museums, where the first model will start with the National Historical Museum, which will turn into a lively center of activities for students and young people strengthening their educational role with national values, knowledge of history, aesthetic tastes and civic attitudes;
15) the revaluation of the intangible cultural heritage, forgotten until today, which will serve not only as a revitalization of cultural and social life throughout the territory, but also as a basis for cross-border and interregional cultural cooperation , which will be a priority for MK;
16) the construction of a plan for the restoration and revitalization of some important monuments of late historical heritage, such as the pyramid, the Puppet Theater and the National Theatre.
