The procedures followed by senior officials to make decisions are in accordance with the legal and by-laws in force. In support of Law No. 90/2012 “On the organization and operation of the state administration”, the highest civil servant in the ministry is the General Secretary, who reports and is accountable directly to the minister. Senior officials in the ministry are also the members of the senior management body (TND), which in the case of the Ministry of Culture are the Directors of the General Directorates. The General Directors are responsible for defining the objectives of the component directorates, determining the tasks of the component directorates, for monitoring their activity and for ensuring coordination between them and with other units of the ministry. The powers and duties of senior officials are exercised in accordance with Law no. 152/2013 “On the civil servant”, Law No. 90/2012 “On the organization and functioning of the state administration” and any legislation in force as far as it is applicable. Regarding their election procedures, the legal provisions of Law no. 152/2013 “On the civil servant” and the by-laws issued based on and for its implementation.
